I'm on blacklist level 4 and still needing to increase my bounty by about
200,000 to go on to level 3. Any tips on increasing bounty quickly would be
appreciated - by the time I've racked up a decent amount and a couple of
milestones my heat level has increased to x4 and the chopper's on the scene
along with everything else the game can throw at me. Though going
underground to lose the chopper is easy enough there are so many cop cars I
can't lose them to get into cooldown!

Any suggestions welcome!

Use the pursuit breakers to "imobilize" cop cars, this will boost bounty.
Once you're down to just 1 car, you can risk doing uturns to wipe out any
blockade you run into. Also, hit everything you can, like the toll booths
and other cars as this will increase your cost to state (not sure if this
helps bounty).

There are a couple of safe havens. The bus station with the glass walls
is a good place. Go up the left ramp, through the glass at a reasonable
speed to end up on top of the buses. Carefully uturn and fend off
any cop cars if they approach. The stadium is also good, you can seal
off the non-freeway side completely, and take out a lot of cars wirh
the freeway side. The main thing is to keep using pursuit breakers
to imobilized cop cars which increases your bounty. The pursuit
breakers regenerate after a while so you can keep using them.

If level 4 is too tough, then once you get close to filling up the
level 3 circle, head for the bus station and wait it out there
to end the pursuit. Start again with another car and do the
same thing.

Many thanks for the advice Jeff. Much obliged!

Yeah, that bus station saved my arse a few times. If you go sit on the
buses, you can rack up bounty quickly as the cop cars destroy themselves and
surrounding stuff on their own. If you need to tag police cars, then just
sit up on the buses, wait until a few cars are beneath you, fall down on
them and reset your car, which will pop you back up on the buses, safe and
sound, while tagging a few cop cars. Granted once you meet your milestones
you still have to escape them, which can be a bear.

I made a movie of the final pursuit, actually 2 of them,
and a few others.

Near the end of this, you can see the path I take to hit
the pursuit breakers.
