The free roam area is larger but there doesn't seem to be as much
off track stuff like understreet tunnels, bus station, golf course.
There is a high school football field though. Free roam doesn't do
much except allow you go get in to pursuits. The race markers don't
show up but the closes event shows up as a <tab> option on the PC.
Most of the tracks are somewhat open, good for the faster cars,
but makes the slower cars seem a bit dull. It's hard to judge the
game from the early career play.
The heat level in Undercover has almost no affect on the game. It
only increases the probablity of pursuits in free roam, and in a
few events where pursuits are optional. Some reviews didn't get
this and recommended changing cars (actually just repainting a
car will work if you were worried), but heat level 5 isn't an
issue. The pursuits get more difficult as you progress through
career, regardless of the heat level.
Here's a video of one of the fastest cars for tight tracks in the
game, a Zonda at South Blvd and Bank:

The Z06 seems to be the overall best car for medium and high speed
tracks. The Veyron has the highest top speed, but it's only good
at a few tracks.
The tuning once again, isn't implemented as describe for some of
the parameters. Engine and drivetrain both seem to adjust the same
internal parameter, engine at -10 and drivetrain at +10 or vice
versa results in about the same top speed with engine at -10 maybe
2 or 3 mph faster. The Z06 and possibly other cars seems to be
faster if you gear it taller and use 5th gear instead of 6th for
most events. With engine at 0, and drivetrain at +10, the Z06
quickly goes to 235mph in 5th, but only goes 240mph in 6th. The
engine redlines in 5th, but is a few thousand rpm down in 6th,
on all the cars.
